Most people in western countries usually have sex before marriage, including those who abstained from sex during their teenage years, and married late.
Premarital sex is normal behavior for the vast majority of westerners, and has been for decades, and few governments, except in muslim countries, are nowadays trying to preach abstinence until marriage.
Today world health officials say that governments must adapt and provide young people with the skills and information they need to be safe once they become sexually active, rather than telling them to wait until marriage, advice that they won't follow.
What must be added is that people are also more likely to have premarital sex with many partners than they were before because usually adults now wait longer before getting married. It means that they are sexually active but still not married much longer than few decades ago, and that they need more information about how to protect themselves against unintended pregnancies and sexually transmitted infections than in the past.
